Todd 's experience includes 26 years in
regional and national management positions
with major self-insurance services firms.
For 10 years prior to Empire Pacific,
his carrier focus was satisfying the claims
and risk management needs of large self-insured
employers and self-insured groups located
in the West and Northwest.
Today, besides providing leadership for
the Firm's employees, he is engaged in
the formation and overall management of
Oregon self-insured workers' compensation
groups. He serves as Trust Administrator
for each of the Company's client groups
representing the interests of each group
in all regulatory matters. Todd balances
the sometimes opposing forces of growth
and underwriting and acts as steward for
each group's board of directors.
An active member in many of Oregon's professional
associations, Todd's participation in
the State's self-insurance community ensures
Empire Pacific clients a voice on matters
concerning the management of workers'
compensation risk. Todd served
as the immediate past
President of the Oregon Self-Insured Association.

Vice-President/Co-founder

Dave has specialized in the development
and management of insurance and self-insurance
programs since 1982. Prior to Empire Pacific,
he held senior management and officer
positions with insurance companies, national
insurance brokers and risk management
firms.
For the last 10 years, he has worked exclusively
with memberships of trade associations
to lower their cost of managing workplace
risk. Dave's primary roles are split between
program development, reinsurance and loss
reduction. He also works with each department
to increase the effectiveness of the Company's
service delivery system.
Dave's benchmarking activity has resulted
in measurable improvements in performance
and increased benefits for Empire Pacific
clients.

Chief Financial Officer

Gary's 26 years experience in insurance
accounting includes a full compliment
of disciplines and senior management positions.
Working for major national and regional
insurance companies, he has held positions
of internal auditor, premium accounting
manager and controller.
His strength in financial controls and
treasury operations provides Empire Pacific
clients a level of efficiency and security
uncommon in the risk management field.
Gary oversees all accounting functions,
has primary responsibility for interim
financial reporting, banking operations
and coordinates with State auditors, Trust
CPA's and actuaries.
Maintaining watch over thousands of transactions,
Gary's care for accuracy and experience
in financial management creates a reliable
footing and an ideal planning environment
for each Empire Pacific client.
