Todd Hennelly and David Monteau founded Empire Pacific Risk Management in November of 2000. The principals formed Empire Pacific when ECF Insurance Services, their prior employer, retired from business operations in the Pacific NW. The Company conducted a seamless transition retaining 100% of ECF's personnel, clients and contracts. From this beginning, Empire Pacific has grown to become a significant force in Oregon's risk management community.
